Jeffrey Quvane is an experienced public finance and energy-sector specialist with a strong track record in state‑owned entity oversight, infrastructure financing, and regulatory governance. He joined the Central Energy Fund (CEF) in August 2025 as an Executive in the Office of the CEO, where he leads key strategic initiatives, including the Risk‑Adjusted Plan for the establishment of the South African National Petroleum Company (SANPC) and the Komatipoort Gas‑to‑Power project.
Jeffrey previously served as a Senior Manager at the National Treasury, playing a pivotal role in major national interventions such as Eskom’s Debt Relief Package, the SABC and Eskom bailouts, the sale of government’s Vodacom shares, and the conversion of Eskom’s R60 billion subordinated loan to equity. He also contributed to the establishment of the IPP Office, supported renewable energy programme reforms, Eskom unbundling into three entities, and led engagements with rating agencies, multilateral institutions, and auditors of major SOCs.
He began his career at KPMG and later worked at NERSA, gaining deep regulatory and auditing experience across the energy and telecommunications sectors. Jeffrey holds an MBA from Milpark Business School, a BCom Honours from UNISA, and a BCom from the University of Limpopo, complemented by additional leadership and project finance training.
